The federal government’s a big believer in outsourcing services to cut employee-related overhead. But as the National Security Agency discovered, farming out a particular function doesn't just save money. It can also make a government agency extremely vulnerable. We covered “privatization” six years ago. The chorus now pretty much remains the same: The private sector operates more efficiently. As someone who’s worked in both the public and private sectors, I can tell you that’s not necessarily so. Comprised as they are of human beings, both are equally adept at screwing things up.
