Natural disasters and people using mobile phones to report traffic accidents are two reasons the nation's 911 centers are occasionally overwhelmed.
According to the 9-1-1 Industry Alliance, calls are up 37% since 1999 to 260 million annually. Five million accidents occur every year, and an average of 392 natural disasters has occurred each year from 2000 to 2008.
