Name: Wylie Bearup, PE, Ph.D.
Title: Street Transportation Director/City Engineer
Where: City of Phoenix
Population: 1.5 million
What: Street capital improvement planning, maintenance, and pavement management; traffic engineering, signal construction and maintenance, and safety coordination.
Operating budget: $26.4 million
Capital budget: $13.6 million

Working for the U.S. Army Corps of Engineers taught Wylie Bearup all about alternative delivery methods like design-build and indefinite delivery/indefinite quantity contracting. He used this expertise to help write Arizona’s Alternate Project Delivery Methods (APDM) legislation and then went to work for the City of Phoenix.

Since then, the city has executed 246 job order contracts ($754 million), implemented 52 design-build projects ($1.14 billion), and completed 300 construction-manager-at-risk projects ($6 billion.) He’s proudest of the International Genomics Consortium’s new headquarters; Arizona State University’s downtown campus; the convention center expansion; a $7.2 million overhaul of the street to the state capitol that coincided with Arizona’s 100-year anniversary; and a $40 million project to pave seven miles of dirt road called Sonoran Boulevard because they’ll serve residents for 50 to 75 years.

All were designed and built using alternate project delivery methods.
