Unstable soils raise price tag for underground reservoir in Oregon. Officials in Portland, Ore., want to build an underground drinking-water reservoir, but unstable soil conditions have raised the original price estimate from $62.3 million in 2009 to $170 million.

The Portland Water Bureau wants Washington Park to be seismically sound and comply with a federal mandate. Customers could see a rate increase of about 0.9% a year for five years.
