Cities, counties, and states are working hard to retain crucial employees and reduce health care costs while trying to ease morale and workload problems.

For “State and Local Government Workforce: 2011 Realities,” the Center for State and Local Government Excellence surveyed two groups of managers: the International Public Management Association for Human Resources and the National Association of State Personnel Executives. Respondents say their community has:

  • Shifted more health care costs to employees (72%)
  • Frozen pay (62%)
  • Implemented hiring freezes (54%)
  • Performed layoffs (41%)
  • Shifted more health care costs to retirees (23%)

“This takes on added importance as you examine trend data,” says Center President and CEO Elizabeth Kellar. “The number of retirement-eligible employees who've moved up their retirement date has more than doubled in the last year.”
