The Federal Highway Administration (FHWA) has published A Primer on Work Zone Safety and Mobility Performance Measurement (Publication #FHWA-HOP-11-033) to help agencies quantify how work zones impact travelers, residents, businesses, and workers, and to illustrate how decisions made during planning, design, and construction affect work zone safety and mobility.

The primer describes possible measures, outlines the methods and technologies for gathering data to monitor these measures, and includes procedures for calculating measures from different types of traffic monitoring data. It also explains how agencies can measure multiple projects to assess their overall efforts and outcomes against set policies and goals. Download the publication at
