A federal judge in Guam has taken solid waste operations away from local government in favor of a court-appointed federal receiver from Virginia.

After being on notice for the last 22 years of violating the Clean Water Act and failing to respond, the judge cited a lack of cooperation between local politicians and the Guam government as reason for placing the department in receivership.

The judge awarded a $2.8 million contract to Gershman, Brickner and Bratton (GBB) of Fairfax, Va., to take over operations.
