Late last fall, we shared a public works mystery: In less than a month, two different sewer lines in Seattle were found to be blocked by concrete, causing at least $350,000 in repairs.

Seattle Public Utilities (SPU) found one culprit and is waiting for $360,740 in damages.

"It's not fair for the ratepayers to have to shoulder that cost when it's a contractor doing damage to our assets," says SPU's Lizzie Brodeen-Kuo.
