Although a coalition representing local governments supports the creation of a nationwide broadband network, members oppose a “one size fits all” rights-of-way (ROW) policy for making it happen.

The Federal Communications Commission requested comments on the issue as part of its effort to gauge the need for national action on ROW and wireless facilities siting policies. The coalition disputes the agency's authority to regulate local policies, claiming that a single federal standard is destined to fail because of the complexity of issues and community-specific objectives surrounding public ROW.

Groups adding their voices to the comments include the American Public Works Association, National League of Cities, National Association of Counties, U.S. Conference of Mayors, International City/County Management Association, Government Finance Officers Association, and International Municipal Lawyers Association.
