The House Energy and Commerce Committee has approved the Assistance, Quality, and Affordability Act of 2010 (H.R. 5320), which would amend the Safe Drinking Water Act and authorize the U.S. EPA to provide $4.8 billion in capitalization grants for the State Revolving Fund program for safe drinking water between 2011 and 2015.

In 2010, the program received about $1.4 billion (in addition to $2 billion from the American Recovery and Reinvestment Act of 2009).

The bill would authorize $5 million annually over the next five years to support EPA's Endocrine Disruptor Screening program and reward water systems planning to make preventative upgrades.
