At their national convention, the GOP approved a platform that would recommend phasing out federal funding for public transit as well as opposing increases to the federal gasoline tax. While this platform may be troubling to some it is not what can or cannot be passed but rather the way that the GOP would prefer things to be if they were the ones in power.
Additionally, if Donald Trump is successful at winning the election, there would be a battle in Congress to get such measures approved since Democrats have enough seats to block such laws:
The nonpartisan Rothenberg & Gonzales Political Report says the “most likely” Senate outcome is a Democratic pickup in November of three to seven seats. Democrats need a net gain of four Senate seats to regain the majority, the report notes.
