Only the National Endowment for the Arts - which received a paltry $50 million - is ahead of the EPA in allocating its stimulus allotment. All other 25 federal agencies through which the American Recovery and Reinvestment Act's $787 billion is flowing have yet to spend or process their full allotment.

ProPublica's analysis of the most recent figures available, which reflect spending and tax cuts through Sept. 30, shows that 26% of the stimulus package has been disbursed.
